The final prep

Take off the old tape weight before cleaning the bond area.

Spray the old weight area, then wipe away the remaining adhesive, dirt, and residue with a clean, dry cloth.

Spray the clean bond area again. Let it dry for a few seconds. Do not wipe off this final application.

Install and press the new tape weight in place using your shop's standard procedure.
Wheel finishes
That includes clear coat and custom paint. Test specialty, refinished, ceramic-coated, or unknown finishes in an inconspicuous area first.
Scrapers, abrasives, and other removers are separate choices. Follow the wheel or coating maker's instructions for those tools and products.
Product scope
Quick Dry is an acetone-based, fast-drying wheel-weight adhesion cleaner. It is flammable. Keep it away from heat, sparks, and flame, provide ventilation, and follow the label and SDS.
Prep N Stick replaces brake cleaner for wheel prep. CHAOS does not make brake cleaner.
